On November 11th, Heilongjiang Province held a meeting on heavy pollution weather response, focusing on the prediction, warning, and linkage emergency response work of heavy pollution weather such as haze. The meeting proposed that in the future, we will always maintain a high-pressure situation and strictly punish environmental violations. Establish a joint prevention and control mechanism for the "Hada Sui" region, and work together to prevent and control heavy pollution. In addition, Harbin will also work with the Ministry of Environmental Protection to build an air super laboratory to monitor the trend and three-dimensional distribution of pollutant sources and control air pollution.

The meeting proposed that our province will explore the establishment of a comprehensive monitoring mechanism for heavily polluted weather in the next step. For regions, responsible leaders, and individuals who fail to fulfill their responsibilities and properly respond to heavily polluted weather, achieve annual air quality goals, and key tasks for air pollution prevention and control, they must be firmly held accountable. Further strengthen supervision and law enforcement, increase the frequency of joint inspections, special inspections, and random inspections, and form a "three no three direct" law enforcement model of "no fixed time, no greeting, no reporting, straight to the scene, direct inspection, and direct exposure". Always maintain a high-pressure situation, strictly punish environmental violations, and urge enterprises to implement environmental protection responsibilities.

The experience in dealing with heavy pollution weather this time indicates that solving regional atmospheric environmental problems is not a matter of one city or one district or county. In the future, joint prevention and control measures must be taken, and a joint prevention and control mechanism for air pollution in Harbin, Dalian, and Sui cities must be established. Key areas, pollutants, industries, and enterprises for joint prevention and control must be identified, and unified planning, monitoring, supervision, coordination, and action must be implemented, Strengthen the response to heavy pollution weather and strictly control the environmental air quality during special periods.

Effective detection and analysis is the premise of heavy pollution weather prevention. Harbin wants to discuss with Harbin Provincial Environmental Protection Department to support the establishment of a provincial and municipal linkage mechanism and provide monitoring data support in a wide area. When heavy pollution is about to occur or has occurred, Harbin can timely consult with provincial monitoring and emergency departments to study and judge, and grasp the relevant situation of other cities in the province and surrounding provinces and cities.

Recently, the environmental protection department of Harbin has urgently added 10 seven parameter micro air pollution monitoring stations around the city, and cooperated with a third party to add mobile monitoring vehicles for emergency monitoring of air pollution. Next, Harbin will work with the Monitoring Department of the Ministry of Environmental Protection to build an open air monitoring super laboratory. The municipal government has allocated nearly 2000 square meters of space for the first phase of the air monitoring super laboratory. Under the guidance of the provincial environmental protection department, Harbin plans to establish and improve the three-dimensional monitoring network through the construction of the atmospheric super laboratory phase II, particle laser radar networking and other projects, and strengthen the observation and analysis of pollution sources, pollution trends, and three-dimensional spatial and temporal distribution of pollution.

Monitoring over a hundred indicators: Ordinary monitoring stations only monitor six indicators, while atmospheric super laboratories can monitor over a hundred indicators as needed.

High altitude monitoring: Ordinary monitoring stations can only monitor air quality at a distance of 100 to 300 meters above the ground, while atmospheric super laboratories can monitor large "vertical distances" of up to 15 to 20 kilometers.
